China proposes controls on 23 AI technologies and starts interim registration
China's commerce and science ministries opened a 16 October consultation on adding 40 technologies to its export-control catalogue, including 23 AI categories. Comments close on 15 November. A separate temporary registration requirement already applies to covered exports, while technology already public through open source or academic papers is excluded from the stated scope.
Why it matters: The new 16 October notice introduces an immediate registration process separately from the proposed permanent restrictions.
